A good non return foot valve is crucial to the operation of the washer pump. With a correctly functioning foot valve, washer operation is immediate as the pipes and the pump are always kept full. Without this valve the washer pump will self prime, but in doing so the pump wears out prematurely. A foot valve is not required with pumps that are "flooded", such as pumps fitted to the side of the bottle.
